Why Can't People Drive the Speed Limit?

I can't even believe how people drive in Central Indiana, like Indianapolis? For get about School Zones; I can't even believe how people drive with cell phones in their hands? Our city should be the richest city on the planet, if our police officers were not directing traffic after people crashed their cars? Our schools would have great budgets if we focused on these crazy driver's that can't focus on the speed limit. I feel that people would even have extra money after the city just paid attention to these crazy driver's! Maybe set up a communication with leave early today so you don't put other people lives in danger! I think if our great police officers can save our city school system budgets, by just sitting in a school zone? I feel Indianapolis Indiana would have the best budget in the USA if we just get these crazy driver's that can't focus on the road!
